What inspectors found

This report from the Care Quality Commission (CQC) provides an independent assessment of Hall Lane Resource Centre, a service offering respite care and short breaks for individuals, including those with learning disabilities and autism. The inspection focused on the safety, effectiveness, responsiveness, and leadership of the service, with the aim of identifying areas of good practice and where improvements are needed to ensure high-quality care for residents and their families.

In terms of the safety of the service, inspectors found that risk assessments were not always consistently available or up-to-date, and medication storage did not always follow current guidance, posing potential risks. However, the service maintained good practices in preventing and controlling infections, including the effective use of PPE. Regarding the effectiveness of the care provided, while staff seemed to know residents well, care plans sometimes lacked sufficient detail for complex needs, and training records, particularly for agency staff, needed more rigorous oversight. The service did, however, demonstrate respect for residents' cultural needs and worked collaboratively with other agencies. On the caring aspect, relatives provided positive feedback about the support from staff, and residents were generally supported to have maximum choice and control over their lives. The policies and systems in place aimed to support care in the least restrictive way possible, and people's independence was encouraged. In relation to responsiveness, the service had plans for refurbishment to enhance the environment, and residents were supported to access the community when possible. The leadership and management of the service require further development; while a new management team has been welcomed, systems for assessing agency staff suitability and maintaining accurate training records need to be strengthened to ensure consistent, high-quality governance.
