This report summarises the findings of an unannounced inspection of Laburnum Lodge on 14 February 2018. Laburnum Lodge is a care home owned by Bolton Council that provides short-stay intermediate care and support for up to 32 people, aiming to help them return to their own homes or move to other care settings. The inspection examined the premises and the care provided, building upon the previous inspection in November 2015.
On safety, the home has robust recruitment processes and sufficient staff levels, with care supervisors making contact with new residents promptly. Safeguarding procedures are followed, and staff are trained to protect vulnerable adults. Health and safety measures are in place, and equipment is regularly maintained, though some minor issues with the handling of homely remedies and waste medication were identified and addressed immediately by the manager.
In terms of how effective the care is, staff receive ongoing training and regular supervision to support them in their roles. The home operates within the legal framework of the Mental Capacity Act and Deprivation of Liberty Safeguards. A multidisciplinary team of healthcare professionals, including nursing, physiotherapy, and occupational therapy staff, are based at the service to ensure people's health and well-being. Care plans are comprehensive, and discharge planning is thorough.
Regarding how caring the service is, residents and their relatives reported feeling safe and well looked after. Staff were observed interacting with people in a kind, respectful, and patient manner, contributing to a friendly atmosphere. Residents receive care in accordance with their wishes, with staff demonstrating a good understanding of respecting individual rights and privacy.
In its responsiveness, the service ensures care plans reflect individual support needs and are geared towards safe discharge. The registered manager and various teams collaborate effectively to deliver cohesive care. People using the service and their relatives know how to make complaints and are confident they will be heard. Visiting times are flexible, with a request to avoid mealtimes to ensure uninterrupted dining.
Concerning how well-led the service is, there are clear lines of accountability, and staff understand their roles and are committed to providing good support. Audits are regularly conducted to monitor the quality and safety of care. The registered manager actively seeks feedback from residents, relatives, and stakeholders to drive continuous improvement, with systems in place to identify and action any issues.
