This inspection report for Overcliffe House by the Care Quality Commission (CQC) provides an overview of the service's performance across key areas. The report details findings from a visit conducted on 30 November 2022, assessing the home's commitment to providing safe, effective, caring, responsive, and well-led care for adults with learning disabilities and/or autistic individuals. The summary aims to give families a clear understanding of the service's strengths and areas identified for improvement.
Regarding safety, while staff are knowledgeable about safeguarding and infection control is well-managed, there were concerns about inconsistent recruitment checks for agency staff and gaps in permanent staff employment history, posing potential risks. Furthermore, medication administration and recording processes required improvement, with not all staff having received up-to-date training or competency checks in this area.
In terms of effectiveness, the service did not consistently apply the principles of the Mental Capacity Act and Deprivation of Liberty Safeguards, with instances of incomplete capacity assessments and a lack of regular monitoring of legal authorisations. While staff received relevant training and support, except for medication, the overall effectiveness of care outcomes was found to be inconsistent.
The service demonstrated strong responsiveness, ensuring that people received kind and compassionate care tailored to their individual needs. Both residents and their relatives expressed positive views about the quality of care, with staff understanding and effectively responding to diverse communication methods and individual sensitivities.
On how caring the service is, residents were supported by staff who understood the wide range of needs autistic individuals may have, enabling comfortable interaction through various communication methods. There were sufficient staff to meet people's needs, and staff were well-equipped to protect individuals from harm.
Finally, in relation to being well-led, while the management team was approachable and responsive to feedback, quality assurance and monitoring systems were not always effective in identifying and addressing shortfalls. There was also a need to ensure greater involvement of family members in providing feedback to drive service improvements.
