What inspectors found

Carnalea Residential Home is a care home providing personal care and support for up to 55 older people with varying needs, including dementia, physical health conditions, and mental health needs. At the time of the inspection, 42 people were living at the home. This report reflects findings from a focused inspection prompted by concerns regarding leadership, governance, and staff culture, leading to a comprehensive review of safety and management practices within the home.

The service maintained a clean environment with effective infection control procedures in place, and residents generally felt safe and secure, praising the kind and patient attitude of the staff. Residents were supported to have maximum choice and control over their lives, and visitors were able to see their loved ones regularly without restriction.

However, the inspection identified significant shortcomings in how health and personal risks were assessed and mitigated, particularly regarding individual medical conditions like diabetes, epilepsy, and severe allergies, as well as outdated emergency and fire safety documentation. Medication management also required urgent attention, as stock inconsistencies, missing administration details, and a lack of specific care instructions for time-sensitive treatments posed potential risks to residents.

Staff members understood safeguarding procedures well and knew how to raise concerns, but new employees were not always recruited through thoroughly verified background checks. While some residents reported that staff were always available, others noted that they frequently had to wait for assistance, and the home lacked a formal system to align staffing levels with changing resident needs.

Staff supported residents in line with legal frameworks regarding mental capacity and made sure that any necessary legal authorizations for restricting liberty were properly applied. The home followed proper procedures for admissions and effectively utilized personal protective equipment to maintain a safe environment.

The leadership and management of the home lacked consistent oversight, with ineffective quality assurance processes failing to catch critical safety issues in care plans and medication logs. The service also lacked formal feedback surveys for residents and relatives, and staff had not received specialized training for specific health conditions present among the people living there.
