What inspectors found

Cloverdale is a residential care home that supports four individuals with learning disabilities, some of whom also have physical health conditions. The service is designed to promote independence, choice, and meaningful lives for its residents, aligning with best practice guidance. This report summarises the findings from a recent inspection focusing on how the home performs across key areas, with a particular emphasis on the experiences of the people living there. The inspection found that the home consistently provides high-quality care and support, with residents and their families expressing high levels of satisfaction.

Regarding safety, the home has robust systems to protect residents from abuse and harm. Risks are proactively managed in the least restrictive way possible, and the premises and equipment are well-maintained. There are sufficient, suitable staff on duty at all times, and recruitment processes ensure only appropriate individuals are employed. The management of medicines is safe, with efforts made to minimise their use, and infection control measures are well-implemented. Any incidents are thoroughly investigated, and lessons learned are used to improve care plans and prevent reoccurrence.

In terms of how effective the care is, residents' needs are holistically assessed, and care is delivered in line with national guidance, leading to good outcomes. Staff are well-trained and supported, with many holding professional qualifications. Residents are actively involved in their food choices and are encouraged to eat a balanced diet, with their weight monitored. The home works effectively with other health professionals, and prompt action is taken when residents' health needs change. The environment has been adapted to meet residents' needs, with them involved in all decoration and refurbishment decisions, ensuring their control over their living space.

The service is exceptionally caring, with a strong, person-centred culture led by example from the registered manager. Staff are motivated, and residents clearly enjoy their company and feel genuinely cared for. Open and honest relationships are fostered with residents and their families, enabling staff to have a deep understanding of individual preferences and needs. This understanding allows for highly personalised care, such as supporting a resident to cook their favourite meal or arranging for a person to purchase items for a sick pet to help them cope with sadness. Staff also facilitate strong connections with families, arranging support activities like sponsored walks for hospitalised relatives.

When considering how responsive the service is, it actively supports residents to have maximum choice and control over their lives, using the least restrictive approach. The service is flexible in adapting to residents' changing needs and supports them in pursuing personal development goals and current interests through various activities. There are clear processes in place to handle complaints effectively, ensuring resident concerns are addressed.

Finally, on how well-led the service is, the management creates a relaxed, highly person-centred culture where staff are motivated and proud to work. Continuous reflection and improvement are central, leading to significantly improved outcomes for residents, including increased independence, community participation, and overall life satisfaction. The registered manager is highly skilled and constantly seeks improvements, with staff and residents actively involved in identifying areas for growth. This strong leadership ensures residents' privacy and dignity are fully respected and promoted by staff.
