What inspectors found

Essex Care Consortium - Marks Tey is a residential care home situated in a peaceful rural location, designed to support up to 13 adults with learning disabilities and autism. The property blends seamlessly into the local residential area with a large, accessible garden and a welcoming, non-institutional interior. Overall, the home provides a person-centred environment where residents are encouraged to build independence, make daily choices, and take part in community life. Families looking for a nurturing setting will find that residents appear relaxed, engaged, and genuinely cared for by a dedicated team. However, the latest inspection highlighted several administrative, safety, and leadership challenges that the provider needs to address to ensure consistent, high-level oversight.

When it comes to safety, the home protects residents from avoidable harm through staff who know them well, and there are enough team members on duty, including dedicated one-to-one hours for activities and managing anxieties. The premises are clean, hygienic, and well-maintained by a regular cleaning schedule. Infection control is managed effectively, and residents can receive visitors without restrictions. However, safety management required improvement in several areas. Routine fire safety tests and drill records were inconsistent, and personal emergency evacuation plans lacked details regarding medication drowsiness or how residents might react during distress. Furthermore, certain safety incidents—such as medication errors and choking events—were not fully investigated to learn lessons, and recruitment record-keeping needed better central organisation and more robust employment references.

The care provided is deeply personalized and tailored to individual physical and mental health needs, with staff demonstrating a strong understanding of residents' unique communication styles and preferences. Staff respect residents' autonomy and work effectively with healthcare professionals, including GPs, to safely review and reduce over-medication following established guidelines.

Residents are actively involved in the day-to-day running of their home through regular meetings where they share their views on meals and activities. Staff empower individuals to make their own choices, successfully supporting people to retain maximum freedom and control over their daily routines in the least restrictive way possible.

In terms of leadership, the service has experienced significant instability with frequent management changes and the absence of a registered manager for an extended period, which has negatively impacted staff morale and oversight. While internal audits are taking place, they failed to catch specific issues related to medicine stock checks and fire safety records. Additionally, staff supervisions and training competency assessments need strengthening to ensure all team members fully understand their roles and procedures.
