This report from the Care Quality Commission (CQC) details an unannounced inspection of Four Oaks Care Home in August 2018. The inspection followed a previous one where significant concerns were identified, leading to the home being placed in Special Measures. This latest report highlights the substantial improvements made across the service since the last inspection. The inspection involved a team including inspectors and an expert by experience, with a focus on assessing how the home is run and the safety, effectiveness, caring nature, responsiveness, and leadership of its services. The report confirms that the home has made significant progress and is now out of Special Measures.
On safety, the home has made considerable progress in managing risks, including for those at high risk of falls and choking. Staffing levels have improved, with residents generally feeling safe and staff trained in safeguarding. While medicines are now managed more effectively, a minor point was noted regarding the recording of administered times for certain medications.
In terms of how effective the care is, improvements have been made in staff training and the recording of food and fluid intake. However, the dining experience requires further development, as meals were not always planned in advance and some items were missed on the food trolley during the inspection.
The service is noted as caring, with staff observed to interact kindly and with dignity towards residents. Residents feel cared for, and relatives have noted significant positive changes in the level of support and care provided. Staff are described as having time to spend with residents and respect their choices.
Regarding responsiveness, care planning has been enhanced by a new digital system, providing staff with prompt access to information. Activities are being more actively promoted, and staff have received training in engaging residents. The home addresses complaints in a timely manner, with outcomes shared and lessons learned.
On leadership, the registered manager and senior management team are well-regarded for their role in driving improvements. Staff and relatives feel well-supported and acknowledge the positive impact of the management. Regular audits are in place to monitor and improve the service, with clear action plans addressing any areas for development.
