This report summarises the findings from a recent inspection of Gowlands, a respite care home for individuals with learning disabilities, sensory impairments, physical disabilities, and complex needs. The inspection found that the home continues to provide a good overall service, maintaining its previous positive ratings in several key areas. However, improvements are needed in how the service is led to ensure it consistently meets high standards across all domains.
On safety, the home ensures people are protected from abuse and avoidable harm, with identified risks managed through comprehensive plans. Robust recruitment processes are in place, and sufficient staffing levels are maintained to meet residents' needs safely, with medicines administered as prescribed. There are effective infection control measures and systems for monitoring incidents, alongside well-maintained premises and equipment.
In terms of how effective the care is, staff receive thorough induction and ongoing training, including specialised areas. They demonstrate a strong understanding of the Mental Capacity Act, supporting residents with maximum choice and control in a least restrictive way. Residents are supported to eat and drink sufficiently, access healthcare when needed, and their care plans are regularly reviewed to reflect their current needs.
The service is caring, with staff demonstrating a genuine commitment to providing person-centred support. Residents and their relatives feel staff are kind and attentive, listening closely to needs and promoting independence and well-being. There is a strong culture of valuing diversity and respecting individual dignity and privacy, with care plans detailed to reflect personal preferences and beliefs.
Regarding responsiveness, the service is tailored to individual needs, with care plans developed collaboratively and reviewed regularly. Communication is effective, with information available in accessible formats. Residents are provided with opportunities for activities and maintaining community links, and there is a clear system for handling concerns and complaints, with prompt responses to any issues raised.
However, the service requires improvement in being well-led. The home has been operating without a registered manager, which is a requirement. While quality assurance systems are in place, some aspects need strengthening to ensure continuous high-quality, safe care. Despite this, staff feel supported by senior management, and there are established ways for people to share their views about the service.
