What inspectors found

Ocean Breeze Residential Care Home offers personal care for up to 24 individuals, many of whom may be living with dementia. This report summarises an inspection that assessed how safe, effective, caring, responsive, and well-led the service is. Improvements have been made in the systems for monitoring quality and safety, with a particular focus on ensuring residents are consistently protected from harm. Residents and their families generally feel safe and well cared for, and staff are commended for their approach to residents.

In terms of safety, residents feel secure and are protected from avoidable harm. Staff are well-trained in safeguarding and adequately staffed to ensure resident safety, with thorough risk assessments in place. While recruitment processes are robust, one instance of an incomplete employment history was identified and subsequently rectified.

Regarding how effective the care is, residents' needs and choices are central to the care planning process, ensuring they have control over their daily lives. Staff are described as knowledgeable and well-supported by regular training and supervision, contributing to good outcomes for residents. The service also excels in supporting residents with their nutritional needs, offering varied and enjoyable meals.

The care provided is highlighted by residents and their relatives as being kind and attentive, with staff consistently putting people first. Residents feel valued and listened to, and staff demonstrate a strong understanding of residents' needs, including those with dementia.

In terms of responsiveness, the service ensures residents can access necessary healthcare services when required, with regular involvement of doctors and nurses. Consent is actively sought before any care is provided, and staff demonstrate a good understanding of residents' rights and the Mental Capacity Act.

However, regarding how well-led the service is, while improvements have been made since the last inspection, there are still areas for development. Audits need to be more consistently completed, monitored, and have clear actions and summaries to ensure ongoing positive outcomes for residents. There was also a temporary discrepancy in COVID-19 isolation guidance, which has since been addressed.
