What inspectors found

The Warren Residential Lodge was inspected by the CQC on 21 and 24 August 2018. This report details the findings of that inspection, focusing on the five key areas of care quality: safety, effectiveness, care, responsiveness, and leadership. The inspection aimed to assess whether the home meets regulatory requirements and to evaluate the overall quality of the service provided. The home is registered to accommodate up to 31 individuals, including those with dementia care needs, and at the time of the inspection, 29 people resided there. This report follows a previous inspection in July 2017 where improvements were required.

In terms of safety, people living at the home felt secure, and staff were knowledgeable about safeguarding procedures, including how to identify, prevent, and report abuse, with appropriate engagement with the local safeguarding authority. Individual and environmental risks were effectively managed through clear risk assessments and mitigation strategies. Arrangements for medicine management, including handling, storage, and disposal, were appropriate, and recruitment processes ensured suitable staff were employed.

Regarding effectiveness, care and support were delivered by staff who were suitably qualified, skilled, and knowledgeable. New staff received comprehensive induction, and all staff were well-supported in their roles. People praised the quality of meals, and dietary needs were met, with individuals receiving appropriate support for eating and drinking. People were also supported to access necessary healthcare services and attend appointments when needed.

In their interactions, staff demonstrated kindness and compassion, treating residents with dignity and respect. They displayed a good understanding of each individual's needs and preferences, encouraging independence and involving residents in decisions about their care. Staff ensured people's privacy was maintained and responded promptly to changes in needs or preferences.

The service was responsive to people's needs, providing personalized care and support. Care plans contained detailed information to guide staff in delivering individualised care, planned in partnership with residents and their families. Staff kept up-to-date with residents' changing needs, and most individuals had access to suitable activities. A clear complaints procedure was in place, and residents knew how to use it.

On leadership, the home was perceived as being well-run by residents and their families. The provider was actively involved, with a clear management structure and a positive, open culture. Staff expressed satisfaction with their work, feeling supported and valued by the registered manager. Robust quality assurance processes were in place, and issues identified were promptly addressed.

While the overall findings were positive, it is important to note that feedback regarding staffing levels during peak leave periods was mixed, with some individuals and relatives mentioning occasional shortages. However, observations during the inspection confirmed sufficient staff were present to meet residents' needs effectively. Additionally, a minor gap was identified in some staff training records, although this did not pose a risk as staff demonstrated competency in their roles. The registered manager acknowledged these areas and outlined plans for upcoming training.
