This report from the Care Quality Commission (CQC) provides an overview of Valmark House, a residential care home. The inspection focused on assessing the safety, effectiveness, caring nature, responsiveness, and leadership of the service. While the report highlights several positive aspects, it also identifies areas where improvements are needed. The CQC aims to ensure that all care services provide high-quality support that respects individuals' dignity and promotes their well-being. This summary offers a snapshot of the findings to help families understand the service's current performance.
On safety, some environmental risks, such as uncovered radiators and unsecured furniture, were identified and have since been addressed by the manager. While staff are trained in infection control, adherence to best practices, like using paper towels, needed reinforcing. Concerns were also raised about gaps in employment history checks during staff recruitment, though these were rectified. There was a temporary reduction in staffing levels that impacted residents' ability to pursue individual interests outside the home. Medication administration records also required more accurate reflection of prescriber instructions.
In terms of how effective the care is, residents' needs are thoroughly assessed before admission, ensuring compatibility with the current residents. Care plans are detailed and reflect a good understanding of individual communication and sensory requirements. Staff receive comprehensive training and support, which relatives and professionals view positively, confirming their skills meet residents' needs. The service also excels in supporting residents to eat and drink healthily, with fresh, home-cooked meals and ample choice.
The caring aspect of the service is consistently strong, with staff providing kind and compassionate care based on a deep understanding of the residents. Residents' privacy and dignity are promoted, and their individual needs are well understood and responded to. Staff are knowledgeable about safeguarding and have received relevant training, with a culture that encourages reporting any concerns. Residents are supported to communicate effectively, and their care plans actively promote their well-being and enjoyment of life.
Regarding how responsive the service is, residents are supported to have maximum choice and control over their lives in the least restrictive way possible. Staff focus on residents' strengths, promoting fulfilling and meaningful lives through individual activities and community engagement. Residents are enabled to access specialist health and social care support, and robust plans are in place for periods of distress to minimise restrictions. Staff communicate effectively with residents in ways that meet their specific needs.
In terms of how well-led the service is, the home's environment is designed to be homely and stimulating, promoting personalization and supporting individual needs. However, oversight of governance systems, including risk management and infection control, requires improvement, with some instances of not keeping up with current best practices. The impact of the registered manager's dual role covering another service had not been fully assessed, and dedicated time for quality review was lacking. While staff, relatives, and stakeholders are positive, there are ongoing recommendations for the provider to enhance their understanding and application of current guidance on health and safety and infection control.
