What inspectors found

This report summarises the findings of an inspection conducted at Willow Bay on 31 October 2018. Willow Bay is a residential care home for up to five individuals with learning disabilities, situated over two floors with spacious living areas and a large garden. The inspection reviewed how the service operates in five key areas: safety, effectiveness, care, responsiveness, and leadership, with the overall aim of assessing the quality of care provided and ensuring legal requirements are met. Previous findings have been maintained, reflecting a consistent approach to care delivery.

Regarding safety, care and treatment are planned to ensure resident welfare, with robust systems in place to minimise infection risks and learn from incidents. Staff are appropriately recruited and trained, and there are sufficient numbers to meet residents' needs, including safe medication administration.

On effectiveness, staff receive comprehensive training to support residents' needs, with a strong understanding of mental capacity and safeguarding principles. Residents are supported to make choices in the least restrictive way, and their dietary and healthcare needs are well managed, with the environment being suitable and well-maintained.

In terms of how caring the service is, staff demonstrate empathy and kindness, understanding individual preferences and actively promoting independence through informed choices. There is a relaxed atmosphere, and residents are encouraged to maintain relationships with family and friends, treated with dignity and respect, with their privacy and diverse needs supported.

The service is responsive, with care plans developed collaboratively with residents and their relatives, regularly reviewed to ensure up-to-date support. Staff adapt to changing care needs, and residents are supported to pursue varied interests and meaningful activities, with effective complaint resolution processes in place.

Finally, concerning how well-led the service is, a clear vision for resident well-being is shared by staff who feel well-supported by management. Residents are actively involved in service improvements through daily interactions, questionnaires, and meetings, with quality monitoring systems in place to ensure continuous enhancement of care.
