This report summarizes an inspection of Beech Trees, a care home for individuals with learning disabilities. The inspection focused on the five key areas: safe, effective, caring, responsive, and well-led. While the home received positive feedback in several areas, particularly regarding the effectiveness and compassionate nature of the care provided, there were specific concerns identified that require attention to ensure the highest standards are consistently met. The report details findings from unannounced visits and feedback from residents and their relatives.
On safety, while residents generally felt safe and staff were well-trained in safeguarding, there were significant concerns regarding the upkeep of the premises. Specific actions identified in fire and electrical safety assessments had not been demonstrated as completed, posing potential risks. Staffing levels were adequate to ensure immediate safety, but the home did not have sufficient staff to fully provide commissioned one-to-one support hours as planned.
Regarding how effective the care is, the service was found to be consistently good. Care plans were personalised and reflected a good understanding of residents' needs and aspirations. Residents were supported to maintain their health, with regular check-ups and access to healthcare professionals when needed. Staff received relevant training and were supported in their development.
In terms of how caring the service is, residents and their families reported positive relationships with staff, describing them as kind and compassionate. Staff demonstrated a good understanding of residents' individual needs and preferences, treating everyone with dignity and respect. Residents were actively involved in their care planning and encouraged to maintain their independence, with staff supporting their communication and social connections.
When considering how responsive the service is, while residents' needs were assessed and care plans were person-centred, there was a shortfall in staff to deliver the planned one-to-one support. This limitation impacted residents' ability to engage in activities and maximise their choices. The use of agency staff was managed to minimise disruption, but it highlighted ongoing recruitment challenges affecting the availability of consistent support.
Concerning the leadership of the service, there were areas identified for improvement. While the registered manager was focused on residents' wellbeing, systems for ensuring the safety of the premises and demonstrating the completion of essential maintenance were not robust enough. Furthermore, the lack of sufficient staff to meet all commissioned support hours indicated a need for better resource planning to ensure the service could fully meet residents' needs and choices.
