What inspectors found

This report summarises the findings from a recent inspection of Bluebell Court Care Home, assessing key aspects of the care provided. The inspection focused on ensuring the safety, effectiveness, caring nature, responsiveness, and leadership of the home, with an aim to provide families with a clear understanding of the service's performance. The findings aim to highlight areas of strength and opportunities for further development within the home.

Regarding the safety of the service, inspectors found that robust procedures were in place for risk assessment and management, although a minor issue with cutlery size for specific individuals was noted and promptly addressed. Staff recruitment and training were thorough, ensuring that personnel were suitable for their roles and that residents were protected from harm. The management of medicines was secure and accurately recorded, with appropriate protocols for administration. Infection control measures were effective, maintaining a clean and hygienic environment throughout the home.

In terms of how effective the care is, residents expressed confidence in the staff's ability to understand and meet their needs, with care plans being comprehensive and reflecting good practice. Staff received regular, relevant training, enhancing their skills and knowledge to support residents. The home ensured residents had choices regarding their meals, with a varied menu and availability of alternatives, though some minor inconsistencies in dietary support were identified and actioned. Effective handover meetings and team working ensured that care delivery was consistent and timely.

On the caring aspect of the service, residents consistently reported feeling well-treated by kind, patient, and compassionate staff who respected their dignity and privacy. Care plans acknowledged the importance of individual backgrounds, cultures, and lifestyle choices, promoting residents' identities. Staff actively encouraged residents' independence, supporting them in making choices about their care and daily routines. Communication was handled sensitively, with staff taking time to understand and respond to residents' needs, including non-verbal cues.

The responsiveness of the home was highlighted by its ability to meet residents' needs through personalised care plans. While individual preferences were generally recorded and followed, there was one instance where a resident's stated preference for jewellery and nail painting had not been actioned, with staff clarifying this was a family preference for weekends. A specific area for improvement was identified regarding the consistency of oral care provision for two residents, which was addressed with the manager. The home demonstrated effective systems for managing resident admissions and ensuring their individual needs were met upon arrival.

In relation to how well-led the service is, the home benefits from a committed registered manager who is accessible to residents and staff. The management team has established robust systems to ensure care is provided in line with best practice guidelines. However, a significant area requiring improvement was the failure to notify the CQC of certain applications made to deprive people of their liberty or the outcomes of these. While no unlawful deprivation of liberty was found, this administrative oversight prevented a higher rating in this domain.
