Burrswood Care Home provides residential and nursing care for up to 125 people. This report summarises the findings of a recent inspection that looked at various aspects of the service's operation. The inspection team gathered feedback from residents and relatives and reviewed records to assess the quality of care provided.
Regarding safety, the management of medicines was found to be unsafe, with instances of incorrect administration and unaccounted stock, putting residents at risk. The handling of incidents, including falls, was also a concern, with a failure to adequately mitigate identified risks. Safeguarding referrals were not always made when harm occurred, and staffing arrangements were frequently chaotic, particularly on one unit, where routines were prioritised for staff convenience rather than resident needs. Infection control measures were inconsistent, with a scabies outbreak being poorly managed.
In terms of effectiveness, the food and drink provided were often poor, with limited choice and a lack of nutritional value. Special dietary needs and cultural preferences were frequently overlooked. Staff induction, training, and development were insufficient, with a notable lack of appropriately qualified nursing staff for complex care needs. The environment and layout of the home were not in line with best practices for supporting individuals with dementia.
When considering the caring aspect, while some staff showed kindness, others appeared indifferent, with dignity and privacy not always respected. The individuality and diversity of residents were not acknowledged or celebrated, which was particularly concerning. Opportunities for residents to engage in activities and maintain interests were inadequate, and connections with the local community were minimal.
The responsiveness of the service also faced scrutiny. Residents were not always supported to have maximum choice and control over their lives, and staff did not always promote independence in the least restrictive way. The provision of activities was described as woefully inadequate, with little engagement with the outside community.
Finally, concerning the leadership and management of the home, there were significant failures in governance, audit, and quality assurance. A deep mistrust was evident between staff and management, contributing to a negative culture that impacted the quality of care. Governance systems were not effective or fit for purpose.
