What inspectors found

Clifford House is a residential care home that can accommodate up to 21 people and provides personal care without nursing. At the time of the inspection, 19 people were living at the home. The recent report shows that the service has made meaningful progress since previous inspections, particularly in managing controlled drugs, updating the environment, and conducting broader audits. However, the home still needs to address consistency in safety planning, recruitment checks, and incident documentation to fully ensure people's wellbeing.

The home had sufficient staff numbers and robust systems to protect people from abuse, alongside a visibly clean environment. However, some risk assessments and care plans lacked detail, pre-employment checks were incomplete for a staff member, and incident tracking and medicine record-keeping required stricter oversight.

Residents experienced positive outcomes because staff delivered care aligned with current standards and guidance. People were offered genuine choices and control over their daily routines, and mental capacity assessments were properly utilized when needed, though best-interest consultations and formal consent forms required better documentation.

Feedback from residents and relatives highlighted a warm, friendly, and homely atmosphere where staff treated individuals with kindness, respect, and dignity. Staff actively supported residents to maintain their independence and ensured they had access to appropriate healthcare professionals.

The service proved to be responsive by offering an enjoyable programme of activities and maintaining accessible complaint procedures that gave people confidence to raise concerns. Furthermore, the home supported residents to live comfortably through to the end of their lives according to their personal wishes.

There was a clear leadership structure in place, with a registered manager who actively sought feedback from residents, relatives, and staff to drive improvements. The management had also established positive links with the local community to benefit the people living in the home.
