Essex Care Consortium in Colchester is a residential care home that provides accommodation, personal care, and support for up to 20 adults with learning disabilities and autism. At the time of this inspection, 17 people were living in the service, situated in a campus-style setting consisting of houses with private bedrooms and shared gardens. While the environment is well-designed and people have good access to the local community, the overall findings of this report highlight significant shortcomings in leadership, risk management, and regulatory compliance that require immediate attention from the provider.
When looking at the safety of the service, inspectors found multiple areas of concern. Critical safety risks—such as managing choking hazards for residents with swallowing difficulties, fire evacuation plans, and safe medicine record-keeping—were not handled properly. However, the management team acted quickly after the inspection to address these, ensuring all staff completed dysphagia training and updating individual care plans and emergency evacuation details.
In terms of effectiveness, staff generally supported people to have choice and control in a least restrictive way. Even so, improvements are needed to ensure that legal authorizations like Deprivation of Liberty Safeguards fully cover the use of night-time video monitors in private rooms, and staff must avoid making unvetted food choices for residents who lack capacity.
The caring aspect of the home was a positive highlight. Staff were observed to be kind, caring, and supportive, helping residents stay calm, engaged, and independent while working well with external health professionals.
For responsiveness, the service generally promoted independence and skill-building, but safeguarding concerns were not consistently identified, investigated, or reported to outside authorities as required. Incidents involving unsafe moving techniques and restrictive practices were not escalated properly.
Finally, regarding leadership and governance, the home suffered from a serious lack of effective oversight and monitoring by the provider's management team. Although the registered manager and assistant manager were passionate, they lacked proper support and direction to ensure full adherence to legislation, leaving the service with systemic governance failures that placed people at risk of harm.
