Hibernia is a care home providing accommodation and personal care for up to five adults with learning disabilities or autistic spectrum disorder. This report summarises findings from an inspection on 12 December 2018, which found the service continues to meet the high standards established at the previous inspection. The overall atmosphere was friendly and calm, with staff demonstrating a deep understanding and respectful approach to the individual needs of residents. The inspection confirmed that robust systems are in place to ensure resident safety and well-being, with staff well-trained and supported to deliver effective, person-centred care.

On safety, staff are well-informed about protecting residents from harm and understand reporting procedures. Risk assessments are thorough and regularly reviewed, promoting independence in a safe manner, and home environment risks such as fire safety are diligently managed. Safe recruitment practices are consistently followed, with comprehensive checks and induction for new staff. While occasional reliance on agency staff was noted, these individuals were familiar with the residents, and overall staffing levels were found to be adequate and well-planned. Medication management is safe and well-documented, with infection control procedures effectively implemented and monitored.

In terms of how effective the care is, residents receive comprehensive health support, including routine checks and access to external professionals. Each person has a detailed assessment of their needs, and staff are well-trained in essential areas, including person-centred care and specific conditions like autism. Residents are supported to maintain good nutrition and hydration with personalised plans, and the home works effectively with other healthcare organisations. The environment is adapted to meet individual needs, promoting independence, and decisions are made in line with the Mental Capacity Act.

Regarding caring, the home fosters a friendly and supportive environment where residents' artwork is prominently displayed. Staff build positive, caring relationships, communicating effectively using residents' preferred methods and showing patience and respect. Residents are actively involved in their support plans through regular key worker meetings and formal reviews. Staff consistently demonstrate dignity and respect in their interactions and care delivery, ensuring residents' privacy is maintained even when close supervision is required for safety.

In terms of responsiveness, the service ensures it can meet individual needs through thorough pre-admission assessments. Residents' changing needs are closely monitored and recorded, ensuring care plans remain current and personalised. The home adheres to the Accessible Information Standard, assessing and documenting communication needs for all residents. A wide range of flexible activities are offered both within the home and in the community, tailored to residents' preferences. A clear complaints procedure is in place, and feedback from residents and relatives, including concerns raised, has been addressed effectively, leading to positive improvements in service delivery.

On being well-led, the service benefits from an open and inclusive management culture. Satisfaction surveys for residents, relatives, and professionals are regularly conducted and used to drive improvements. Staff feel supported to raise concerns, confident that they will be addressed. Regular staff meetings cover important topics, and managers collaborate effectively, sharing good practice. The provider has a clear vision and values, which are actively communicated and embedded within the service.
