Inspected 15 June 2023 · report published 29 July 2023What inspectors found
This report from the Care Quality Commission (CQC) provides an overview of Homeleigh, a care home for adults with learning disabilities, autism, or mental health needs. The inspection found areas where improvements are needed, particularly in safety, effectiveness, responsiveness, and leadership, though the caring aspect of the service was recognised positively. The report details specific findings across these categories to help families understand the home's current performance and identify potential areas for discussion with the provider.
Regarding safety, issues were identified with the management and administration of medicines, including incorrect timings and lack of clear guidance for "when required" medications. The home's environment also presented safety concerns, such as a faulty front door allowing unauthorised access and a window without a restrictor. While infection control measures for visitors and the use of PPE were satisfactory, there were concerns about minimising infection spread among residents and the general hygiene of the premises.
In terms of effectiveness, the report notes that the home's premises were not consistently clean or well-maintained, with urgent redecoration needed and the garden area overgrown. While residents received support with eating and drinking, involvement in meal planning was limited. Care plans were not always up-to-date or personalised, and the provider acknowledged they were not currently meeting the requirements of "right support, right care, right culture."
On the caring aspect, the inspection found that residents were treated with dignity and respect, and staff engaged positively with them, demonstrating kindness and patience. Staff received equality and diversity training and supported residents' choices and independence, with personal "one-page profiles" helping to guide their care.
When it comes to responsiveness, the report highlights that care planning was inconsistent, and personalised care was not always assured. There were delays in making necessary adjustments for residents' needs, such as sensory requirements, and inconsistencies in monitoring and updating care plans. While residents had communication plans and were supported to access activities, the recording of these activities was poor, and the dedicated activity room was not appealing.
Finally, concerning leadership, management changes had negatively impacted the home, leading to a less clear understanding of roles and responsibilities among staff and inconsistent communication. Care plans were found to be difficult to follow due to differing formats and missing information. The provider is undertaking work to address these issues.
