What inspectors found

Jaden House is a residential care home that provides accommodation and personal care for up to five adults who are transitioning into more independent living. At the time of the inspection, five individuals with learning disabilities, autism, and mental health conditions were living at the service. This report highlights significant concerns regarding how the home is managed, the quality of daily support, and the overall safety and empowerment of the people living there.

When looking at safety, the service had serious shortcomings. Medication management and staff recruitment processes were not handled safely, with missing background checks and unrecorded medicine refusals. Incidents and accidents were not always properly investigated, reported, or used as learning opportunities, and risk assessments lacked sufficient detail to guide staff effectively. However, staff kept accurate daily temperature logs for medicine storage, and areas regarding infection control, fire safety, and visitor access were managed safely and in line with best practices.

Support was not always delivered in an effective manner tailored to individual needs. Care plans lacked essential detail, and risk assessments were often outdated or missing crucial guidance, which left staff without clear information on how to support residents properly. Despite these gaps, staff understood the principles of mental capacity legislation, and residents reported that they were able to make everyday choices and that staff knew them well through dedicated keyworker relationships.

Regarding the caring aspect of the service, experiences varied. Residents noted that staff generally treated them with respect, maintained their privacy by knocking on doors, and assigned keyworkers who spent dedicated time with them each week. On the other hand, inspectors and professionals observed instances of controlling interactions and communication where staff failed to listen properly to residents' suggestions and goals, which risked leaving individuals feeling disempowered and isolated.

The service struggled significantly with being responsive to individual choices and freedom. Residents faced unnecessary restrictions, such as not having their own front door keys, being barred from communal areas after eleven o'clock, and being required to collect their medication from the office rather than managing it themselves, even when assessed as capable. Furthermore, people were not always meaningfully involved in decisions about their daily routines or care plans, and health concerns like weight loss were not consistently shared with external professionals.

Finally, leadership and management oversight failed to ensure high-quality care. The provider lacked effective quality monitoring and risk management systems to identify and address shortfalls. Management did not always follow their own internal policies, and some staff displayed a concerning lack of understanding regarding appropriate safety interventions and safeguarding protocols. While some individual staff members showed passion and dedication, overall leadership failed to create an open, inclusive, and empowering environment.
