What inspectors found

Maltreath Residential Care Home in Cliftonville provides personal care for up to 12 people with mental health needs and dementia, accommodating 7 residents at the time of the inspection. Following recent management changes, residents, relatives, and staff have responded very positively to ongoing developments within the home. The leadership team demonstrates a clear vision for improving the service, maintaining active partnerships with local health and social services, and implementing a structured renovation plan to upgrade the physical environment.

For the Safe category, residents feel secure and relaxed, supported by staff who understand how to recognise and report abuse. Recruitment procedures are thorough, staffing levels are sufficient to provide tailored personal support and activities, and medicines are managed safely using electronic systems. However, while risks are generally identified and monitored, some individual risk assessments lack step-by-step written guidance for staff on immediate actions to take if specific situations arise, such as mental health distress or fragile skin injuries.

For Effective care, staff receive appropriate training and regular competency checks, enabling them to carry out their roles effectively. The service operates fully within the principles of the Mental Capacity Act, ensuring residents have maximum choice and control, while visiting professionals praise the team for actively seeking and following expert health advice.

For the Caring category, staff treat residents with respect and actively support them to remain as independent as possible, including helping individuals rebuild confidence to access the local community. Residents are involved in daily choices, household meetings, and planning changes within the home, while relatives appreciate regular updates about their family members.

For the Responsive category, care and support are tailored to individual needs and preferences. The management actively seeks feedback from residents, families, and staff, and uses it to shape service development, ensure inclusive communication, and adapt daily routines.

For the Well-led category, management promotes an open and supportive culture where staff feel valued and work cohesively as a team. Nevertheless, internal quality assurance audits failed to identify the shortcomings found in care records, and the registered manager previously delayed notifying the CQC of certain required events, though these issues have since been addressed retrospectively.
