What inspectors found

Meadows is a specialized care home that provides personalized support for adults with learning, physical, and sensory disabilities, including individuals who are deaf or hearing impaired and use British Sign Language. The home accommodates residents within the main residence as well as a nearby supported living flat. Recent months have been a period of transition following management changes, but a dedicated and stable staff team has ensured that residents experienced minimal disruption while the provider actively works on improving communication and overall management culture.

Residents are protected by diligent staff who understand safeguarding procedures and benefit from well-maintained, clean facilities equipped with specialist adaptations for hearing-impaired individuals. Medication management is effective and safe, and the home maintains proper health and safety checks. However, past oversights regarding financial safeguards highlighted a previous lack of timely risk detection, though the provider has since responded swiftly by implementing improved audits and tighter oversight to prevent similar issues.

The home achieves consistently positive outcomes through detailed assessments and strong coordination with external healthcare professionals. Staff receive thorough inductions and specialized training, including British Sign Language courses and medical support techniques, enabling them to meet complex dietary and personal needs. Residents are actively involved in daily decisions, and the environment is thoughtfully designed to promote independence and accommodate sensory requirements in line with legal standards.

Relationships between residents and staff are warm, respectful, and compassionate, creating a relaxed and welcoming atmosphere for visiting families. Staff demonstrate a clear understanding of individual communication needs, utilizing methods such as lip-reading support, visual aids, and British Sign Language to engage residents meaningfully. While many staff successfully encourage independence, encouraging residents to take a more active role in daily tasks like meal preparation remains an ongoing area of development across the team.

Care delivery is highly flexible and tailored to individual preferences, hobbies, and religious practices, supported by accessible formats like picture notice boards. Staff maintain detailed daily records and have thoughtfully prepared sensitive end-of-life plans that capture residents' personal wishes and favorite experiences. While care plans are person-centered, some processes for reviewing care lack formal structure, though the provider has acknowledged this and is actively making necessary improvements.

Leadership during the inspection period was in a transitional phase following the departure of the previous manager, with two directors managing operations while applying for formal registration to bring stability. A previous lack of robust systems to prevent financial risks demonstrated that leadership was initially unaware of certain vulnerabilities, though the provider has learned valuable lessons from this experience. Auditing schedules have been strengthened, and while management culture and staff openness have visibly improved, further time is still needed to ensure these positive changes are fully sustained over the long term.
