This CQC inspection report for New Partnerships Lynray and Peach Cottage focuses on assessing the service against the 'Right Support, Right Care, Right Culture' principles. The inspection reviewed how the home supports individuals with learning disabilities and autistic people, examining safety, effectiveness, caring practices, responsiveness, and leadership. While the service demonstrates a commitment to person-centred care and promoting independence, challenges related to staffing and consistent care delivery were identified.
On safety, the home ensures people are protected from harm, with staff trained in safeguarding and aware of how to report abuse. Risks are assessed and managed to promote choice and independence. However, the service relies heavily on agency staff, leading to some concerns about consistency and family members not being informed about who is on shift.
In terms of how effective the care is, people's needs are met through personalised support plans and daily diaries. Staff receive relevant training, though some updates were overdue. There was a concern raised by a relative about the use of fresh produce and the diet provided, with reliance on agency staff.
Regarding caring practices, residents are supported with kindness and compassion, and staff understand their individual communication needs. People are involved in decisions about their care and treated with dignity and respect. The report notes that some agency staff were observed to provide more task-based support, which contrasts with the core team's understanding of individual needs.
For responsiveness, the service supports people to pursue their interests and access community support. However, the extensive use of agency staff and staff vacancies mean that this support is not always consistently provided by staff who know the individuals well.
In the area of leadership, the registered manager is working to embed new governance structures and improve staff support. While staff feel supported by the manager, they expressed concerns about the level of support from the provider. The service is also working on creating a learning culture, but some staff do not feel valued by the provider. The report highlights a need to improve the timely completion of training updates and better support for residents and their families to discuss end-of-life care preferences.
