Inspected 8 August 2023 · report published 13 September 2023What inspectors found
Pemberton Fold is a residential care home situated in Manchester, providing personal care and accommodation for up to 65 older people, including individuals living with dementia. The home features four separate self-contained households, each equipped with communal areas and a small satellite kitchen, alongside a hairdresser’s salon, a large activities room, and external gardens. While the overall feedback from residents and relatives indicates a generally safe and welcoming atmosphere, a recent inspection highlighted several areas requiring operational attention and improvement.
When it comes to safety, the home managed basic premises checks, maintenance records, and infection control measures effectively, and residents consistently reported feeling safe. However, medication management presented significant concerns, including gaps in administration records, stock balance errors, and inconsistent temperature monitoring for storage rooms and fridges. Additionally, individual risk assessments were sometimes too generic, and staff training updates required closer attention.
In terms of daily effectiveness, the home maintained positive working relationships with local health professionals and made timely referrals for specialist equipment when needed. The catering team freshly prepared meals on site, though some residents noted that the food was not always served hot. While the building layout was generally spacious and suited to people with living with dementia, some outdoor courtyard areas were overgrown and required attention.
For responsiveness, the home offered a broader range of group and individual activities supported by a larger team of coordinators, and end-of-life care was described as compassionate and supportive. Nevertheless, the recent transition to an electronic care planning system created challenges, as care plans and individual risk profiles occasionally lacked sufficient detail or failed to fully capture people's specific preferences.
Regarding leadership, the provider's internal audits and oversight had not been fully effective in identifying and resolving regulatory compliance issues prior to the visit. Furthermore, support and training for staff regarding the new electronic systems had experienced delays, highlighting the need for stronger management oversight moving forward.
