This report details an inspection of Priory Lodge, a care home for individuals with mental health needs. The inspection focused on assessing the safety, effectiveness, caring nature, responsiveness, and leadership of the service. Inspectors reviewed various aspects of care delivery, staff training, environmental safety, and management practices to determine how well the home supports its residents.
Regarding safety, the home experienced significant issues, including risks within the environment, inadequate fire safety measures, and inconsistent infection control practices. Specific concerns were noted regarding the management of risks in care plans, the preparedness for emergencies, and the cleanliness of laundry facilities. Staff training in managing distressed behaviour was also identified as a gap.
In terms of how effective the care is, residents' needs were not always fully assessed or consistently reviewed, leading to care plans that didn't always reflect aspirations or focus on quality of life outcomes. The service also needed improvement in ensuring staff had the necessary skills and training, particularly in areas related to mental health support and personalized development, although the provider has since enrolled staff in further qualifications.
When it comes to how caring the service is, staff were observed to be kind and considerate. However, care delivery was sometimes more intuitive than based on knowledge, with care records lacking sufficient guidance for staff to promote wellbeing effectively. While residents expressed happiness with the home's atmosphere, more person-centred approaches and support for staff development were areas for growth.
The responsiveness of the service requires improvement, particularly in demonstrating adherence to legal frameworks for decision-making for individuals who may lack capacity. While some improvements have been made, such as enhanced safeguarding training, further development is needed to ensure all care decisions and actions are fully documented and aligned with best practices and legal requirements.
Concerning leadership, the service lacked robust governance systems for monitoring quality and safety. Incidents were not always reported or investigated properly, and lessons were not consistently learned, impacting the overall management and oversight. While staff provided positive feedback about management, systems and processes needed review to ensure all individual needs were met and staff were adequately supported to deliver safe care.
