The report highlights a lack of documented capacity assessments and best interests decisions regarding specific care elements, such as one-to-one support and the use of monitoring equipment. While people were encouraged to learn daily living tasks, information was not always presented in an easily understandable format, impacting their involvement in planning their care.

The service was found to be caring, with staff demonstrating kindness, respect for privacy, and dignity. Residents had access to healthcare professionals, and staff supported them in attending appointments. Positive relationships had been built with relatives, contributing to personalised care.

Regarding how responsive the service is, people were supported to have maximum choice and control over their lives, and their communication needs were considered to encourage greater involvement in care planning. Staff were observed to be attentive and proactive in responding to residents' needs.

Finally, concerning how well-led the service is, there were positive values and attitudes from the management team, and the registered manager was open and honest with relatives and staff, demonstrating a good understanding of duty of care. However, there were ongoing challenges with staff recruitment, leading to increased reliance on agency staff, and systems were not always in place to ensure the consistent and effective deployment of all staff. While lessons were learned from incidents, improvements are still needed in the overall governance and operational management of the home.
