This report details an inspection of Tralee Rest Home, a care service for up to 36 individuals, including those with dementia. The inspection reviewed the safety and leadership of the home, identifying areas where improvements are needed to ensure the well-being and quality of care for residents.
Regarding safety, while staff are kind and caring, there were instances where residents were not always kept safe due to unaddressed risks. This included issues with fire safety equipment, environmental hazards like unsuitable stair gates, and inconsistent adherence to modified diets for individuals with specific health needs. Medicines were also not always stored at correct temperatures, potentially affecting their effectiveness.
In terms of how effective the care is, care plans were not always up-to-date, lacking the detailed guidance staff needed for safe and effective support. Gaps in care records meant that the care provided could not always be consistently monitored. However, staff were recruited safely, and there were sufficient numbers to support residents.
The caring aspect of the service was highlighted by positive feedback from residents and their relatives regarding the staff's kindness and the happy atmosphere. Staff spoke to residents in a warm and respectful manner, and residents generally felt well-supported and happy in the company of staff.
In terms of being responsive, residents were supported to make choices and control their lives, with staff acting in their best interests. They were offered daily choices, and staff understood how to assist them in making decisions. Feedback systems were in place for residents and relatives, although a recent survey had not been completed.
Concerning leadership, the overall governance systems at the home were not always effective in identifying and addressing concerns proactively. While staff understood safeguarding procedures, there was a failure by management to act swiftly to protect residents from identified risks. There were also issues with the management of equipment and the environment, and a lack of investment in staff training for specific care needs. The provider had not always learned from previous issues identified at other services.
