This summary provides an overview of the recent inspection report for Winchester House, a residential care home for individuals with learning disabilities and autism. The inspection focused on evaluating the quality and safety of the care provided, aiming to assess how well the service adheres to principles of 'Right support, right care, right culture'. The report highlights areas where the service is performing well and identifies specific points for improvement to ensure residents receive the highest standard of care.
Regarding safety, concerns were noted about how certain risks, such as those related to constipation, epilepsy, and choking, were managed. The inspection also found that some staff, particularly agency workers, did not always have the necessary training or read care plans thoroughly, and that fire safety procedures were not universally understood.
In terms of how effective the care is, the report points out that not all staff had received up-to-date training, including essential areas like managing challenging behaviours and understanding communication needs. The proper application of the Mental Capacity Act 2005 was also found to be inconsistent, with some restrictions not being properly assessed or documented, and the sensory room was not fit for purpose.
On the aspect of caring, people living at Winchester House spoke positively about their staff, describing them as kind and helpful. The inspection observed instances of supportive care where staff demonstrated an understanding of residents' needs.
In relation to being responsive, the report indicates that care plans did not always fully reflect individual needs, and there was a lack of end-of-life care planning, which the manager acknowledged needs attention. Additionally, relatives of some non-verbal residents had not received copies of their care plans, despite requesting them.
Concerning how well-led the service is, there was a need for more robust governance systems to ensure care quality and safety. Audits had not consistently identified or led to effective action on shortfalls. While improvements in staff supervision and appraisal were being addressed by the new manager, inconsistencies had been noted due to management changes.
