What inspectors found

Deer Park Care Centre in Broadstairs is a residential care home that provides accommodation and personal care for up to 38 older adults with mental health support needs and learning disabilities. At the time of the inspection, 31 people were living in the two-story building, which features a lift, accessible gardens, and independent laundry and kitchen facilities. While residents and relatives generally spoke positively about the atmosphere, friendly staff, and feeling safe, the overall findings highlight significant administrative and leadership shortcomings that require structured improvements.

In terms of safety, the home managed environmental risks well, keeping the premises clean, well-maintained, and fully compliant with robust infection control procedures. Medicines were handled safely to promote independence, and staff correctly applied the principles of the Mental Capacity Act to support residents' choices. However, recruitment processes were not always fully consistent, showing missing employment history details and reference discrepancies, while some individual risk assessments and care plans lacked critical guidance, such as detailed steps for managing choking risks.

Regarding effectiveness, staff demonstrated a strong understanding of how to meet residents' daily needs and protect them from abuse through proper training and multi-agency cooperation. Care practices actively supported people to maintain maximum choice and control over their lives.

For caring, residents were treated with dignity and respected in their decisions, with staff successfully advocating for their independence and personal goals. Relatives noted that they were kept well informed and felt welcomed by the staff team.

In the responsive category, the service provided opportunities for feedback through residents' meetings and surveys, utilizing transparent "you said, we did" reports to address concerns such as environmental updates. However, incident analysis required further depth, particularly regarding emotional-based behaviors, to better identify underlying triggers.

Finally, leadership and governance areas faced serious challenges, as internal quality checks repeatedly failed to catch missing care plan updates, recruitment oversights, and overdue dental referrals. Furthermore, management failed to submit mandatory notifications to authorities regarding specific health incidents, and the provider struggled to sustain long-term improvements across consecutive inspections.
