What inspectors found

This report summarizes the findings of an inspection at Holkham House, a care home for up to ten individuals with learning disabilities. The inspection focused on how the service operates across five key areas: safety, effectiveness, caring, responsiveness, and leadership. The overarching aim of the service is to empower residents with maximum independence, choice, and control over their lives, utilising innovative communication methods and person-centred support. The report highlights positive practices and areas for continued development.

On safety, the home demonstrates an exceptionally safe environment. Residents are actively involved in safeguarding training, with information provided in accessible formats. Risks are assessed and managed with clear guidance for staff, promoting positive risk-taking for independence. Medicines are managed safely, and infection control measures are robust. The recruitment process for staff is thorough, and staffing levels are flexible to meet individual needs.

Regarding effective care, residents' needs are assessed thoroughly, and support plans are regularly reviewed. Staff are well-trained and competent, with ongoing development to ensure best practice. Support for nutrition and hydration is provided, and residents are assisted to access healthcare services, with good collaboration with external agencies. While the building's design predates current best practice guidance for learning disabilities, residents have private, personalised spaces.

In terms of how caring the service is, residents are treated with exceptional respect and dignity. Their views are actively sought and incorporated into care decisions and service development. Communication is a priority, with various methods used to ensure everyone can express themselves and participate. Residents have demonstrably influenced aspects of the service, from vehicle purchases to menu planning.

The responsiveness of the service is noted as outstanding. Care is tailored to individual needs and preferences, with staff demonstrating a deep understanding of residents' communication requirements. Support for accessing activities and holidays is flexible and driven by residents' choices. Concerns and complaints are managed effectively, with clear evidence of resident feedback leading to positive changes within the home.

Regarding leadership, the service is well-led with a commitment to providing good outcomes for residents. Records are accessible and up-to-date, and regular audits ensure areas for improvement are identified and addressed. Management is approachable and demonstrates a genuine concern for residents' well-being, fostering a positive environment for both staff and those receiving care.
