This report from the Care Quality Commission (CQC) provides an overview of Shannon Court, a care home that offers accommodation and personal care for up to 53 residents, including those with dementia. On safety, residents reported feeling safe and secure, and the home was found to be clean with staff adhering to infection control guidance. Risk assessments were in place for hazards like falls and choking, and individual fire plans were developed. While the recruitment process was generally followed, a small amount of paperwork was missing for two staff members, and this has been highlighted for improvement. Staffing levels were a mixed concern, with some residents and staff feeling there were sufficient numbers while others noted longer waits for care, particularly in units with residents with more advanced dementia. The management has taken immediate steps to address staffing pressures in specific areas. The management of medicines was also reviewed, with improvements made to the system for pain patches following specialist input, and plans to update protocols for 'as required' medicines to better reflect how residents might indicate their needs.

In terms of how effective the care is, the service demonstrated some adherence to best practice regarding the Mental Capacity Act 2005 and consent. However, there were inconsistencies in the completion of mental capacity assessments and best interest decisions for some residents, indicating an area for development.

Regarding how caring the service is, people consistently described staff as kind and caring, treating them with respect and supporting their independence. Residents felt they were able to maintain their desired level of autonomy, and staff took time to engage socially.

On how responsive the service is, residents were provided with sufficient food and drink and had access to necessary healthcare professionals. The environment was suitable for residents' needs, with adaptations for those with dementia including sensory areas. Activities were available and were gradually increasing as the service emerged from a COVID-19 outbreak, with outdoor activities and improvements to the grounds planned.

Concerning how well-led the service is, the management team demonstrated a clear vision for the future and worked collaboratively. They had identified areas requiring further attention and were working on an action plan for continuous improvement, supported by external agencies. Complaints and incidents were reviewed, with learning taking place to prevent recurrence. However, there were some gaps in governance related to the Mental Capacity Act and consent, which are being addressed.
