This inspection report from the Care Quality Commission (CQC) provides an overview of Ballater House, a care home for individuals with learning disabilities. The report highlights areas where the service is meeting needs effectively and where improvements are needed to ensure residents can live fulfilling lives with autonomy. It covers the five key areas of care: safety, effectiveness, caring, responsiveness, and leadership.
Regarding safety, while residents generally feel safe and there are sufficient staff, the management of medicines requires significant improvement. Concerns include inaccurate recording of medication timings, difficulties in understanding records, and a lack of clarity on whether 'as and when' medicines were offered. These issues led to a breach of regulations. Despite this, risks are identified and managed, and safeguarding referrals are made appropriately.
In terms of how effective the care is, the service generally achieves good outcomes for residents. Consent to care is sought appropriately, and the home operates within legal frameworks regarding the deprivation of liberty. Staff are well-trained and work collaboratively with other professionals to support residents' health and well-being. However, some environmental aspects of the home need attention, and adherence to individual dietary requirements was not always consistent.
The service is largely caring, with many residents reporting feeling treated with kindness and respect. Staff are described as having a kind and attentive approach, demonstrating understanding of individual communication needs and promoting independence. However, there were isolated incidents where staff could have been more respectful, and a recommendation has been made to ensure consistent dignity for all residents.
On the responsiveness of the service, residents' needs are generally met. Care plans contain sufficient information, and residents are involved in making decisions about their care. There is an effort to support residents in pursuing their interests and wishes. However, access to person-centred, individualised, and meaningful activities could be enhanced, and sometimes outings are limited due to staffing levels.
Finally, concerning how well-led the service is, there are areas for development. While the service aims to align with best practice guidance, further work is needed to ensure residents can live fulfilling lives with full autonomy. A key shortfall identified was the lack of robust analysis of accidents and incidents by the registered manager, although plans are in place to address this. Overall, the report indicates a service that provides good care in many aspects but requires focused attention on specific areas to achieve consistently high standards.
