This report from the Care Quality Commission (CQC) details an inspection of Ducks Halt, a residential service providing support for up to five adults with mental health conditions and/or learning disabilities. The inspection found that the service continues to be well-regarded, maintaining its previous positive ratings. The focus of this inspection was to ensure the ongoing quality of care and support provided to residents.
Regarding safety, the home ensures staff have appropriate checks and understand safeguarding procedures to protect residents. Risks are identified and managed through care plans that promote independence, and medicines are handled safely according to best practices. An issue with bedroom doors closing too quickly was identified and addressed promptly by the manager.
On effectiveness, staff receive regular training and supervision, although a need for more specific training, such as in autism and supporting certain mental health conditions, was noted. Residents are actively involved in meal planning and cooking, and their nutritional needs are monitored. The service also ensures residents have access to necessary health and social care professionals, and mental capacity is respected.
In terms of caring, staff are described as kind and compassionate, knowing the residents well and treating them with dignity and respect. While residents generally feel well-supported, a specific area for growth identified was the need to revisit how residents experiencing bereavement are supported, possibly requiring additional training for staff.
Regarding responsiveness, care plans are developed collaboratively with residents, ensuring their preferences and wishes for independence are central. The service is transitioning from a nurse-led model to one focused on enhancing resident independence, with staff actively involving residents in designing their care. There's an ongoing effort to explore opportunities for residents to move closer to relatives or partners, and plans are underway to support residents in achieving their desired community activities and holidays.
In leadership, the registered manager is supportive and approachable, fostering a positive team environment. Systems are in place to monitor service quality effectively. The service is undergoing positive changes to promote greater independence, and while a good network of health and care professionals is in place, there's an opportunity to expand this network to better support residents in achieving broader community opportunities and personal aspirations, such as individual holidays.
