Inspected 3 February 2019 · report published 22 March 2019What inspectors found
This report from the Care Quality Commission (CQC) provides an overview of Three Oaks Residential Care Home following an inspection. It details the service's performance across five key areas: safety, effectiveness, caring, responsiveness, and leadership. The inspection found that the home generally provides a good standard of care, with specific strengths highlighted in how residents are kept safe, the effectiveness of the care provided, the compassionate approach of the staff, and the responsiveness to residents' needs. However, the report also identifies areas for development, particularly concerning the effectiveness of the home's leadership and governance systems, which are noted as needing improvement.
On safety, residents are kept safe and secure, with effective systems in place to manage risks and prevent harm. Medicines are administered safely and appropriately, and staff are recruited carefully and have received necessary training. In terms of how effective the care is, residents' needs are met through well-trained staff who support them to eat and drink adequately. The home works well with other agencies to ensure timely care, and its environment is adapted to residents' needs, although there's an acknowledgment of needing to further enhance the environment for those with dementia.
Regarding the caring aspect, residents are treated with kindness, compassion, dignity, and respect. Staff are knowledgeable about residents' individual preferences and support them to maintain their independence and make decisions about their care. Privacy and confidentiality are well-maintained, and visiting arrangements are flexible for friends and family. In terms of responsiveness, the home plans personalised care to meet individual needs and preferences, with staff demonstrating a good understanding of residents' requirements. While aware of the Accessible Information Standard, staff indicated more work could be done in this area, with the manager planning to address this.
However, when it comes to how well-led the service is, the report indicates that governance systems need improvement. While staff and residents feel the provider is approachable and staff understand the vision for the service, governance systems were not consistently effective in identifying and driving improvements. Some records were noted as incomplete, and the management team has assured a thorough audit to address any gaps. Despite this, the registered manager shows passion for high-quality, person-centred care and is aware of their legal responsibilities. Continuous learning and partnership working are strengths, with the manager actively engaging in best practice initiatives.
