Inspected 8 November 2023 · report published 18 January 2024What inspectors found
Westcliffe Villa provides residential care for younger adults with learning and sensory disabilities, aiming to foster independence, choice, and active community involvement. The inspection highlights a dedicated and compassionate staff team that knows residents well and promotes their strengths. However, the service needs to address important maintenance and administrative oversights to ensure consistent standards and safety across the home.
When it comes to safety, the home followed safe recruitment practices and maintained proper infection control standards, but some crucial areas required attention. Important utility checks, such as the electrical installation report, were out of date prior to the inspection, and a window restrictor was missing in one room. Additionally, initial care plans lacked choking risk assessments for residents with specific medical conditions, though management addressed these safety concerns promptly.
The daily support provided to residents proved consistently effective and aligned with legal standards. Staff demonstrated a strong understanding of the Mental Capacity Act, helping residents make everyday choices and supporting their dietary needs, including specialized meal preparation. Staff also maintained detailed health records and worked well with external healthcare agencies to support residents' ongoing medical and dental needs.
Interactions between staff and residents showed genuine warmth, compassion, and respect. Team members understood individual communication preferences, including British Sign Language, and catered thoughtfully to residents' sensory needs. Families and residents felt comfortable and valued, noting that staff provided a positive and settled living environment.
The service responded well to individual needs by involving residents and their families in care planning and reviews. Staff tailored daily routines to suit personal preferences and adapted activities to prevent anxiety, while also keeping clear profiles so that temporary or agency workers could understand how best to support each person.
Leadership and management oversight showed room for improvement despite the positive culture created by the team. Quality control systems failed to catch overdue utility inspections and maintenance gaps before the inspection took place, highlighting the need for stronger internal monitoring to maintain regulatory standards.
