This report from the Care Quality Commission (CQC) offers an independent assessment of Ling Crescent, a residential care home. It focuses on five key areas: safety, effectiveness, care, responsiveness, and leadership. The inspection aimed to ensure the home provides the right support, care, and culture for individuals with learning disabilities and autism. Overall, the report highlights positive aspects of the service's operation, while also identifying specific areas for further development to enhance the quality of care.
On safety, the home has robust systems for safeguarding residents from harm, with staff well-trained and understanding of their responsibilities. Recruitment processes are thorough, ensuring staff are suitable for their roles, and there are generally enough staff to meet residents' needs. While medication management is safe, some competency checks were out of date, and this is being addressed. In the kitchen, a minor issue with out-of-date food was quickly resolved with immediate procedural changes.
In terms of how effective the care is, the service is not always consistently achieving the best outcomes. While care plans are person-centred, they were not always reviewed regularly, and mental capacity assessments and best interest meetings needed more detailed documentation. Some staff supervision and appraisal processes had fallen behind schedule, and specific mandatory training, such as for epilepsy and basic life support, requires completion for a number of staff members. Improvements to the mealtime experience, such as adding table mats, are planned.
The service is caring, with staff demonstrating kindness, compassion, dignity, and respect in their interactions with residents. Residents appear happy and a relative spoke highly of the support provided. The home actively supports residents' diverse needs, including cultural preferences, and encourages them to be involved in decisions about their care. Staff are knowledgeable about residents' individual likes, dislikes, and preferences.
Regarding how responsive the service is, residents are supported to have maximum choice and control over their lives, with staff aiming for the least restrictive approach. Support plans are person-centred, and residents are encouraged to pursue tailored activities and interests. They have privacy in their bedrooms, and the service actively seeks feedback to drive improvements, with clear systems for learning from incidents and complaints.
Finally, on how well-led the service is, there is a positive culture that promotes transparency, respect, and inclusivity. The manager and staff are dedicated to ensuring residents lead confident and empowered lives. The provider is actively reviewing care plans and risk assessments, and feedback is systematically used to guide service enhancement. While some administrative processes related to mental capacity assessments and best interest meetings require further attention, the management team has acknowledged these and is implementing robust plans for improvement.
